Qigenes Company was mentioned once in an article you already read about the head of LangTai, but then again later, in 1994. There's a long article that spells out a huge controversy. It seems that a whistleblower came forward to the US government about Qigenes, which was said to have been founded in China by a partnership involving American and Chinese medical specialists, who then built their medical facilities in the United States. The article mentions the whistleblower's claim: Qigenes will sometimes claim that they performed IVF when they did not. This would often be used as an excuse for an otherwise unexplainable pregnancy. They'd fly their clients to America, where they would stay for an extended period of time, then return to China with news of a successful IVF pregnancy. The whistleblower apparently presented the Department of Health and Human Services with credible evidence. At the time of the article it was still an ongoing investigation, but Business Watch speculated (after copies of the proof were leaked to various media sources) that they couldn't imagine a world in which the company would be allowed to continue operations without facing serious legal or financial consequences.
